I'm not so sure what the details of that factoid really are, its possible that the only connection between chlamydia and hiv are the statistics which are largely influenced by behavior, not the disease. I think some of these assertions can be harmful at times, affecting not only public stigma, but making it difficult for some people to get affordable health insurance.
